Vietnam cuts dissident's jail term (AP)

HANOI, Vietnam ? An appeals court in southern Vietnam has reduced by more than half the sentence against a French-Vietnamese math professor convicted of belonging to a banned pro-democracy group and publishing an anti-communist blog, his lawyer said Tuesday.

Pham Minh Hoang, 56, was found guilty in a trial in August of trying to overthrow the government by posting 33 articles criticizing the one-party Communist system, as well as of holding membership in the banned Viet Tan group and recruiting others to join it.

Lawyer Tran Vu Hai said the appeals court in Ho Chi Minh City in a trial that lasted three hours Tuesday reduced the jail term against Hoang from three years to 17 months.

The court cited Hoang's cooperation with police, his commitment to renounce Viet Tan group and activities that oppose the government as reasons for the decision to reduce the sentence, Hai said.

U.S.-based Viet Tan says it is a nonviolent advocate of democracy, but Hanoi considers it a terrorist organization ? a claim U.S. officials say they have not found any evidence to support.

The appeals court, however, upheld the three years of house arrest after Hoang serves out his sentence in January, the lawyer said.

Hoang's conviction in August was criticized by the U.S. government, some European countries and international rights groups.

Vietnam's Communist government does not tolerate dissent, and rights groups say it uses vague national security laws to imprison anyone who challenges its rule. Hanoi maintains that only lawbreakers are jailed.

How a Chinese cave got listed on the U.S. stock market (Reuters)

YISHUI, China (Reuters) ? A Chinese tourism company listed in the United States wants investors to pour their money down a dark hole. Literally.

China's "Underground Grand Canyon," about an hour's drive outside the smoggy city of Linyi in the eastern province of Shandong, promises visitors 3 km (2 miles) of grand stalactites, multicolored lights and an exciting luge ride.

Tracing the attraction's ticket receipts back to investors in the United States proves an even more complex labyrinth to navigate. Following the trail sheds light on the lengths some Chinese businesses have gone to secure overseas listings, which bring the companies funding and prestige back home.

"For entrepreneurs, going public gives them a sense of recognition. For employees, going public gives them a sense of achievement," Zhang Shanjiu, the chairman of the company, boasted to a tourism publication four years ago as he embarked on the odyssey to list it.

The owners of the Underground Grand Canyon attraction eventually used a dizzying array of holding companies to ultimately list in the United States through a reverse merger that accomplished the feat in 2010.

That practice has come under scrutiny over the past year, as short-sellers including Muddy Waters have targeted some firms listed in the United States and Canada, publishing research reports accusing them of fraud that caused their stock prices to plummet, from which the short-sellers profited.

Some companies that listed through reverse mergers, including Chinese clean-tech firm Rino International, were eventually delisted following investigations prompted by short-sellers' accusations of accounting flaws.

The company controlling the Underground Grand Canyon in Shandong has not been accused of accounting problems and has not been implicated in any wrongdoing. However, its road to a U.S. listing presents a detailed portrait of the practice of reverse mergers.

LISTING FOR RECOGNITION

The tourist attraction, located off a small road exiting the millet- and corn-growing village of Yishui in the plains of Shandong, is the brainchild of Zhang, the local magnate who in 2004 leased the cave from Linyi officials for nearly 60 years.

With its rock-shaped ticket booths and brightly lit caverns, the cave tourism business attracted more than 670,000 visitors last year, the company says. By comparison, more than 3.6 million visitors visited Yellowstone National Park, the oldest national park in the United States, that year. (Yellowstone is not listed, nor is the U.S. Grand Canyon in Arizona).

Linyi's Underground Grand Canyon generates revenue from ticket sales, selling luge rides and entrance passes to other attractions in the cave. The firm also keeps stacks of Chinese wine in round earthen jars in the cave, which they sell to visitors.

Zhang made his ambition of listing the caves clear as early as 2007, when he said in an interview with a local tourism website that he wanted to see the company, Shandong Longkong Travel Development Co Ltd, go public as a marker for him and his employees and to make it easier to get bank loans.

"An IPO means going public and it could enormously enhance Longkong's brand reputation. Media gives far more attention to public companies than private companies. The company could leverage this intangible asset to help it get credit more easily and attract more talent in the future," Zhang said.

Listings by tourist attractions and related companies in China are hardly new -- Huangshan Tourism provides hotel and cable car services for the scenic mountain in Anhui province, while Lijiang YuLong Tourism Co Ltd offers cable car services in the southwestern province of Yunnan.

What makes Shandong Longkong Travel and its caverns unique among such companies is its prestigious U.S. listing that came through one of the controversial reverse mergers which allowed it to skirt the IPO process. The listed unit, BTHC XV Inc, is not yet traded on the OTC Bulletin Board.

LABYRINTHS

The link between Longkong and the U.S. stock market is as labyrinthine as the caves themselves.

Longkong is controlled by a shell company in Hong Kong, with little more than a mailing address. That company is owned by another holding company in the British Virgin Islands, which in turn is owned by Long Fortune Valley Tourism Intl Ltd.

Zhang was ultimately helped by Dallas-based Halter Financial Group to obtain a U.S. listing in October 2010 by merging Long Fortune into BTHC XV, a Delaware holding company born in 2003 when Halter bought out a bankrupt nursing home chain.

Long Fortune thus gained access to BTHC'S stock exchange listing and still effectively controls the complex chain of companies that eventually leads back to the caves of Shandong.

It was unclear why the company had so many holding companies between the cave business and its listing, but the journey allowed it to avoid going through the more arduous process of an initial public offering.

Halter Financial was founded by Texas businessman Timothy Halter, who made a name for himself as a guru specializing in Chinese backdoor listings, but who has been distancing himself from the industry in the recent months that the U.S. Securities and Exchange Commission has started taking a closer look at some of the backdoor mergers.

Longkong declined to comment for this article or provide executives to speak with. A Longkong spokesman told Reuters in mid-November that Zhang was in the United States and it was unclear when he was due to return.

Back in the caves, some staff members were unaware of the company's financial foothold in the United States.

One guide, who gave only her surname, Qian, led a group of five tourists around the caves one recent November afternoon, describing to them how the garishly lit stalactites looked like scenes from the famous Chinese folk legend "Journey to the West."

A woman in her group complained to Qian that she could not see what the guide was pointing to.

"If you can imagine it, you can see it," Qian replied.

Emma Sullivan Wins Twitter War with Gov. Sam Brownback (ContributorNetwork)

COMMENTARY | Sam Brownback, Republican governor of Kansas , apparently "blowsalot" in person. That's what 18-year-old Emma Sullivan thought when she recently attended a Youth in Government event at which Brownback spoke. During the event she tweeted from her cell phone, "Just made mean comments at gov. brownback and told him he sucked, in person #heblowsalot." That started a brush fire war over her freedom of speech -- a war the teenager just won.

Brownback's communications director, Sherienne Jones-Sontag, monitors social media for mention of the governor's name. She saw the tweet and the attached hashtag and thought they were "not respectful." Apparently Jones-Sontag lives in a world in which teenagers always hold back their true feelings on social media and governors are always worthy of their respect.

The governor's office contacted the Youth in Government program, which ordered Sullivan to write an apology. Sullivan refused. She dug in her heels. Sullivan thought such a letter would "not be sincere" and isn't sorry she sent the tweet.

Sullivan's older sister contacted the media about the browbeating Sullivan was receiving over her exercise of free speech. Predictably, virtually everyone is siding with the average citizen who spoke her mind. Her following on Twitter went from about 60 to more than 3,000 because of the exposure and Brownback's office now looks like a pack of rabid thugs.

Today the Kansas governor's office did what any spineless political entity would do: they backpedaled, flip-flopped and launched into spin control so hard the aftereffect could almost reverse the planet's spin on its axis. Instead of demanding an apology from the teenager, Brownback's office has apologized to her.

"My staff overreacted to this tweet, and for that I apologize. Freedom of speech is among our most treasured freedoms," said his apology.

Sullivan's high school also backpedaled. "She is not required to write a letter of apology to the Governor," read the school's statement. That's quite a flip-flop from their original reaction, which was to require it, with the principal dictating what talking points should appear in it.

America needs more Emma Sullivans. Even simple statements of disagreement with powerful people are precious expressions of free speech. Tweet on, Emma.

Euro in danger, Europe races for debt solution (AP)

PARIS ? European leaders rushed Monday to stop a rampaging debt crisis that threatened to shatter their 12-year-old experiment in a common currency and devastate the world economy as a result.

One proposal gaining prominence would have countries cede some control over their budgets to a central European authority. In a measure of how rapidly the peril has grown, that idea would have been unthinkable even three months ago.

World stock markets, glimpsing hope that Europe might finally be shocked into stronger action, staged a big rally. The Dow Jones industrial average in New York rose almost 300 points. In France, stocks rose 5 percent, the most in a month.

More relevant to the crisis, borrowing costs for European nations stabilized. They had risen alarmingly in recent weeks ? in Greece, then in Italy and Spain, then across the continent, including in Germany, the strongest economy in Europe.

The yields on benchmark bonds issued by Italy and Germany rose, but only by hundredths of a percentage point. The yield fell 0.1 percentage point on bonds of France, 0.14 points for those of Spain and 0.22 points for Belgium.

Allowing a central European authority to have some control over the budgets of sovereign nations would create a fiscal union in Europe in addition to the monetary union of the 17 countries that share the euro currency.

Some analysts have said that would be a leap toward creating a United States of Europe. More delicately, it would force the nations of Europe to swallow their national pride, cede some sovereignty and agree to strengthen ties with their neighbors rather than fleeing the euro union during the crisis.

"The common currency has the problem that the monetary policy is joint, but the fiscal policy is not," Germany's finance minister, Wolfgang Schaeuble, said in a meeting with foreign reporters in Berlin.

The monetary union has existed since the euro was created in 1999, but the European Union, which includes the 17 euro nations and 10 others that use their own currencies, has no central authority over taxing and spending.

Countries like Ireland, Portugal, Spain, Greece and Italy overspent wildly for years and racked up annual budget deficits that have left them with monstrous debt. Italy holds euro1.9 trillion in debt, or 120 percent of the size of its economy.

A fiscal union could prevent excessive spending in the future. More important, it would be a step toward addressing today's debt crisis: It could provide cover for the European Central Bank to stage a massive intervention in the European bond market to drive down borrowing costs and keep the debt crisis under control.

So far, the ECB has resisted, in part because of concerns that bailing out free-spending countries would only encourage them to do it again, a concept known as moral hazard. Enforced budget discipline would ease those concerns.

A fiscal union would also pose a practical problem ? how to make such a body democratically accountable.

Another option is for the 17 nations in the euro group to sell bonds together, known as eurobonds, to help the countries in the deepest trouble because of debt. Germany has resisted such a plan, because it would raise borrowing costs for it and other nations that have good credit ratings.

While Europe buzzed over the possible solutions, finance ministers of the euro nations prepared for a summit beginning Tuesday evening in Brussels, to be joined the following day by ministers from the rest of the European Union.

Italy readied an auction of bonds designed to raise euro8 billion, or about $10.6 billion, and steeled itself for the high interest rates it will have to pay.

In Washington, President Barack Obama huddled with European Union officials, but the White House insisted Europe alone was responsible for fixing its debt problems.

Obama said failing to resolve the debt crisis could damage the U.S. economy, which has grown slowly since the end of the recession in June 2009 and still has 9 percent unemployment.

"If Europe is contracting, or if Europe is having difficulties, then it's much more difficult for us to create good here jobs at home," Obama said at an annual meeting between U.S. and EU officials.

Despite signs of possible progress on the debt crisis Monday, the euro has appeared to be in increasing danger the past few weeks. Experts said the currency could fall apart within days without drastic action, with consequences rivaling those of the 2008 financial crisis.

"Everyone knows that if the eurozone crashes the consequences would be very dramatic and in the race after that there would no winners, just losers," said Finland's finance minister, Jutta Urpilainen.

For countries that decided to leave the euro group and return to their own sovereign currency, the conversion would be wrenching.

If Germany broke away, for example, its national currency could rise in value quickly because the German economy is stronger than the European economy as a whole. But a stronger German mark would damage the German economy because Germany depends heavily on exports, and it would cost more for everyone else to buy German goods.

As for weaker countries that decided to leave, depositors would probably yank money out of their banks, fearing a plummeting currency. Savers in Greece would not want their euros replaced with, say, feeble drachmas.

If countries tried to repay their old euro debts with their own currencies, they'd be considered in default and would struggle to sell bonds in global financial markets. Corporations would face the same squeeze.

Overall, economists at UBS estimate, a weak country that left the eurozone would see its economy shrink by 50 percent.

Currency chaos and defaults by governments and companies would weaken European banks and also cause them to stop lending to each other. Because banks are connected globally, a credit freeze in Europe would spread. As it did in 2008, a credit freeze would cause stock markets to sell off worldwide, and another deep recession would probably follow.

Wolfgang Munchau, a columnist for the influential Financial Times newspaper, wrote Monday that the common currency "has 10 days at most" to avoid collapse. He called for decisions on a fiscal union and the creation of a powerful common treasury.

Unlike the United States, which has centralized institutions in Washington for raising taxes and spending money, the euro nations have 17 independent treasuries with little oversight from Brussels, the headquarters of the EU.

That would change under the fiscal union proposal being aired ahead of another summit of EU leaders that begins Dec. 9. Ten nations in the EU do not use the euro currency, most notably Britain.

While not explicitly backing a fiscal union, Germany and France have promised to propose measures that will make the 17 euro countries operate under strict and enforceable rules, so that no single country can wreak continent-wide damage.

Already, the Organization for Economic Cooperation and Development, an international group devoted to economic progress, warned that the global economy would be rocky in coming months.

In its six-month report Monday, it said the continued failure by EU leaders to stem the debt crisis "could massively escalate economic disruption" and end in "highly devastating outcomes."

The latest turmoil came last week, after Germany tried to auction $8 billion worth of its national bonds and could persuade investors to buy only $5.2 billion. It was a sign that even mighty Germany was not immune from the debt crisis.

Investors around the world will watch the Italian bond auction Tuesday. If it receives a similarly poor reception, more European countries will be in danger of being locked out of the international bond market.

Exactly how a fiscal union would take shape in Europe is an open question.

Schaeuble, the German financial minister, said the proposal would require passage only by the 17 countries that use the euro currency. The other 10 countries in the EU, such as Britain, Poland and Sweden, could adopt it if they wanted to.

But analysts said such a move would take a long time to come to fruition.

"We do seem to be moving slowly towards more of a fiscal union but at a pace that may result in all the components being put in place after a complete meltdown of the financial system," said Gary Jenkins, an economist with Evolution Securities.

Many think the ECB is the only institution capable of calming frayed market nerves. But Merkel, the German chancellor, has continually dismissed the prospect of a bigger role for the ECB.

Grandmaster Flash and the Furious Five were onto something when they recorded one of rap's earliest hits, The Message" in 1982. Not only would hip-hop rock the party for years to come, but the then-budding genre would grow to become the CNN of the streets -- detailing the ills of the inner city ghetto. On November 30, Common, Lupe Fiasco, Rick Ross and LL Cool J will join Furious Five members Melle Mel and Scorpio for a special performance of "The Message" during "The Grammy Nominations Concert," airing live on CBS.

The one-hour show, will reveal the nominations for the 54th annual Grammy Awards which will take place on February 12, 2012 in Staples Center in Los Angeles, California. LL Cool J will host the awards and Lady Gaga, Ludacris, Rihanna, Sugarland and USher have already been announced as performers while Nicki Minaj and Katy Perry will be on deck as award presenters.

For the fourth time the nominations will be announced during primetime and "The Grammy Nominations Concert" will not only feature the cross-generational rap performance, but will also boast performances from past Grammy winners and nominees.

On November 21 it was announced that "The Message" would be inducted into the Grammy Hall of Fame, 30 years after it was recorded. On the track rappers Melle Mel and Ed "Duke Bootee" Fletcher rhymed about junkies in the alley, pimps, prostitutes and the rampant unemployment of the 1980s. The groundbreaking lyrics were summed up perfectly on the track's hook, "It's like a jungle sometimes it makes me wonder how I keep from goin' under."

"The Message" has since been a staple not only in hip-hop, sampled by Ice Cube in 1993 on a remix to his "Check Yo Self" single and again on Diddy's "Can't Nobody Hold Me Down" in 1997.

The Grammy Nominations Concert Live-- Countdown to Music's Biggest Night will air on November 30 on CBS at 10 p.m. ET/PT.

Biden arrives in Iraq ahead of US troop departure

Vice President Joe Biden arrived on a surprise visit to Iraq late Tuesday in a trip designed to chart a new relationship between the two countries after all American forces have left the country in just over a month.

After nearly nine years of war, the U.S. now must navigate a future without American troops in Iraq. But Iraq's vast oil resources, the massive U.S. Embassy presence here and Iraq's strategic location in the Middle East ? next to Iran ? ensure American interest will remain high in Iraq even after the troops are gone.

"We're in an historic period for American engagement in Iraq," Ambassador James F. Jeffrey told reporters earlier this week.

Baghdad and Washington failed earlier this year to come to an agreement on keeping a small American military presence in Iraq next year, meaning all U.S. forces must be out of the country by Dec. 31. Some 13,000 U.S. troops remain, down from a one-time high of about 170,000.

The issue of what type of military relationship Iraq and the U.S. will have next year and into the future is expected to dominate Biden's visit. His trip will also lay the groundwork for Prime Minister Nouri al-Maliki's Dec. 12 visit to Washington. Biden also will take part in a ceremony commemorating the sacrifices of U.S. and Iraqi troops.

Iraqi leaders have said they want U.S. military training help for their nascent security forces but have been unable to agree on what type of help they'd like or what protections they would be willing to give the American military trainers.

The U.S. ambassador told reporters that the U.S. is trying to assess how "we can support Iraq, particularly to develop their conventional capabilities, and to continue the fight against terror."

"This is a very, very important joint priority of ours. The al-Qaida in Iraq organization is still active particularly in the north but they strike throughout the country," he said.

In the week leading up to Biden's visit, Iraq has seen an uptick in violence that has renewed concerns about the abilities of the country's security forces.

A suicide bomber slammed a car packed with explosives into the gate of a prison north of Baghdad on Monday, killing at least 19 people. On Saturday a string of explosions killed 15 people. Three days earlier, a triple bombing in the southern city of Basra killed 19 people.

Many U.S. and Iraqi officials are concerned insurgents may use the transition period when American troops depart to launch more attacks in a bid to regain their former prominence and destabilize the country.

The U.S. Embassy will have 157 American military personnel in charge of facilitating weapons sales to Iraq, and then about 700 civilian contractors around the country helping train Iraqis on the weapons they've purchased. U.S. Marines will also guard the embassy, which is the largest American embassy in the world.

Biden's visit also will likely touch on Syria and Iraqi concerns over the turbulence that has engulfed Iraq's western neighbor. While Washington has harshly criticized Syrian President Bashar Assad's bloody crackdown that has killed more than 3,500 people, Baghdad has taken a more conservative approach.

Iraq was one of only two countries to abstain from Sunday's vote by the Arab League imposing sanctions on Syria. Iraqi Foreign Minister Hoshyar Zebari said in an interview with The Associated Press Monday that Iraq was not acting out of pressure from neighboring Iran, with which Iraq has close ties.

"We took that decision out of the national interest of Iraq. So this doesn't mean that we condone the regime's actions against its civilians or demonstrators or that we don't care about the freedom of the Syrian people," Zebari said. "But there are certain self interests here for Iraq."

Zebari noted the hundreds of thousands of Iraqi refugees living in Syria, as well as the long-standing economic ties along the countries' extensive border.

Iraq leaders are also deeply worried about what type of government might replace Assad. A conservative Sunni-led regime with ties to Saudi Arabia could be a disaster for Iraq, which is still wrestling with Sunni-Shiite problems of its own.

The U.S. vice president and Iraqi leaders will also likely discuss the fate of Ali Mussa Daqduq, a Lebanese Hezbollah commander linked to the death of four American troops in Karbala in 2007.

Last week, the U.S. handed over all the remaining detainees in its custody to the Iraqi government as required by the 2008 agreement with the exception of Daqduq. U.S. officials are worried that if he is transferred to Iraqi custody, he could escape or simply be allowed to walk free.

The Obama administration has been weighing whether to transfer Daqduq to the United States but that would require the approval of the Iraqi government.

Some improved solutions to the above algorithms are proposed. Performance comparisons are provided by simulations which prove the feasibility of the proposed algorithm and point out the corresponding application prerequisites.

NEW ORLEANS - Drew Brees took a few triumphant strides toward the goal post with the ball in his hand and rose up for an imitation, Michael Jordan-style dunk over the crossbar.

He had to settle for a finger-roll instead.

It was one of the few times Brees came up short Monday night as the New Orleans Saints made everything look easy in a 49-24 victory over the slumping New York Giants, who have lost three straight.

"I was a little more tired than I thought I would be," Brees said of his celebration, which came right after he finished an 8-yard scramble with a dive into the end zone. "I do apologize to MJ."

Brees was prepared for a little ribbing from teammates and coaches, but they mainly complimented him after he passed for 363 yards and four touchdowns, in addition to his scoring run.

"There's that confidence that players around him have, and obviously we have in him," Saints coach Sean Payton said of Brees. "He made some fantastic throws tonight."

Tight end Jimmy Graham had five catches for 84 yards, including touchdowns of 5 and 29 yards. Brees' two other scoring strikes went to Lance Moore, who had five catches for 54 yards.

"Can't say enough about our team. Our coaches, offense, defense - it was a great team win tonight in every aspect," Brees said.

This was a game New York was desperate to win after losing its previous two to San Francisco and Philadelphia.

Instead, the Giants (6-5) dropped a game behind first-place Dallas in the NFC East and face the possibility of a four-game losing streak when they host the unbeaten Green Bay Packers next weekend.

"We didn't stop them. How much further explanation do you want?" said Giants coach Tom Coughlin, whose defense was unable to sack Brees. "We prepared well, but when we got in the game we didn't cover well. When we don't get to the passer, we have trouble."

The Saints (8-3), meanwhile, maintained a one-game lead over Atlanta in the NFC South.

They also padded their rushing stats with 205 yards on the ground, including touchdown runs of 12 yards by Pierre Thomas and 35 yards by rookie Mark Ingram.

"Our guys came out sharp," Payton said. "We felt like this was going to be tough opponent coming in with two losses they had prior to our game. ... We had the balance we were looking for. I thought we ran it well tonight."

Marques Colston had three catches for 78 yards, all on the Saints' 34-second, 88-yard touchdown drive late in the second quarter that gave New Orleans a 21-3 halftime lead. Colston's longest reception went for 50 yards when he caught a pass along the left sideline, slipped a tackle and raced up field.

The Giants took a beating on the scoreboard and on the field. Defensive end Osi Umenyiora went out with a sprained ankle and receiver Hakeem Nicks was rocked on a vicious hit by Saints rookie safety Isa Abdul-Quddus.

Nicks stayed in the game despite bruised ribs.

New York already was missing two key players because of injuries: leading rusher Ahmad Bradshaw and wide receiver Mario Manningham.

"It's hard not to know when you're getting your butt whipped, but I didn't see any moping I was concerned about," Giants defensive lineman Justin Tuck said. "We played hard, (but) it's hard to smile when you're losing like that."

Eli Manning completed 21 straight passes for the Giants - mostly after the outcome was decided. New York did not get into the end zone until Brandon Jacobs steamrolled safety Roman Harper on an 8-yard scoring run that made it 21-10 in the third quarter, but the Saints went right back down the field and scored on Brees' 8-yard scramble.

After Giants running back Da'Rell Scott fumbled on his own 29, Brees connected with Graham, who rumbled down the left sideline and dove for the pylon for his second TD of the game, and his team-leading eighth receiving score of the season.

The Saints never trailed, striking first early in the second quarter on Brees' 4-yard touchdown pass to Moore, who snagged a quick throw on the right side and dove to stretch the ball across the goal line before he was tackled.

The 10-play, 80-yard scoring drive included a 23-yard pass to Graham and a 23-yard run by Darren Sproles, and it was the first of three touchdown drives of more than 80 yards in the opening half.

"We can always get better. There's always something to prove. The challenges only get greater as you move through the season," Brees said before looking ahead to his team's next game. "Sunday night football next week, we got Detroit coming to town, on a short week, so we're going to have to get ourselves back on track out here pretty quick and ready for that game."

Back home in the Big Easy, Manning passed for 406 yards. He was intercepted by linebacker Will Herring in the end zone on the team's first series.

The only scoring the Giants managed in the first half was Lawrence Tynes' 42-yard field goal. Tynes also attempted a 61-yarder, which fell short, at the end of the half.

The Giants, who have been struggling to run the ball all season, gained only 73 yards on the ground.

Notes: Brees took back the NFL passing lead from Tom Brady. Brees now has 3,689 yards, keeping him on pace to break Dan Marino's single-season mark of 5,084 set in 1984. ... Brees has passed for at least one TD in 38 straight games, the second-longest streak in NFL history. ... The Saints' total of 577 yards was the second-highest in franchise history. ... The Giants lowered their already anemic rushing average to 82.3 yards per game.

Vikings rally falls short in 24-14 loss to Falcons (AP)

ATLANTA ? Leslie Frazier couldn't blame his players after the Minnesota Vikings' comeback attempt was stopped on a fourth-down play at the Atlanta 1.

"I told the players that's more on me," Frazier said, adding, "I let my emotions get the best of me."

The Vikings lost 24-14 to the Falcons on Sunday after Frazier's decision to go for a touchdown instead of a field goal backfired. Toby Gerhart was stopped for a loss at the 1 with four minutes remaining.

With Minnesota trailing by 10, Percy Harvin had returned a kickoff 104 yards to the Falcons 3. Three plays later, the Vikings faced fourth-and-goal at the 1. Minnesota needed two scores, but Frazier decided to go for the touchdown.

Outside linebacker Sean Weatherspoon hit Gerhart behind the line.

"When the guy comes screaming off the edge like that, you have no chance," Gerhart said.

Frazier said he should have gone for the field goal.

"That's purely on me," he said. "Just a bad mistake on my part, putting us in that position. But the guys did battle right until the very end. I just have to be smarter in that situation. ... It's something I've got to learn from."

The Vikings regrouped after trailing 17-0 at halftime. Minnesota (2-9) had only five first downs and 97 total yards in the first half.

Gerhart capped a 14-play touchdown drive with a 1-yard scoring run and rookie quarterback Christian Ponder threw a 39-yard scoring pass to Harvin to cut the deficit to 17-14.

The Falcons answered with Matt Ryan's 3-yard touchdown pass to Michael Palmer, which appeared to end the Vikings' comeback. Harvin's long return gave Minnesota another chance.

Harvin took the kick 7 yards deep in the end zone, found a wall of blockers to the right and took off in front of the Atlanta bench. Christopher Owens made a diving tackle at the 3 to save the Falcons.

It was the longest non-scoring kickoff return in NFL history, according to the Elias Sports Bureau.

"That was the most pivotal play of the game," Atlanta coach Mike Smith said. "We were able to put our defense out there and live to play another play."

Harvin had eight catches for 95 yards and a touchdown and five carries for 11 yards. The Vikings were without Adrian Peterson, who was sidelined by a sprained left ankle.

Atlanta (7-4) survived to maintain its spot in a tight NFC playoff race.

Ryan hooked up with Harry Douglas on a 27-yard touchdown and with Roddy White on a 6-yarder.

After Gerhart scored late in the third quarter, the Falcons made a mistake when Dominique Franks inadvertently touched a punt, allowing the Vikings to recover. Ponder went to Harvin on fourth-and-13 to make it 17-14.

Ponder supported Frazier's decision to try for the touchdown from the 1 in the fourth quarter.

"I had full confidence we were going to punch that in," Ponder said. "Atlanta has a good defense and they stopped us.

"Another loss and now we are 2-9. It doesn't feel good. It's getting repetitive, but I have to say that I am proud of the team. They played for four quarters. ... We are going to improve. We've got guys doing everything possible to win games."

The Vikings were outgained 335-226.

"The first half was ugly," Gerhart said. "There's no rhythm. We came back after halftime and wanted to get the ball back and wanted to get a little momentum. Unfortunately, they stopped that momentum at the end of the game."

Ponder was 17 of 25 for 186 yards but was sacked four times. Gerhart, starting for Peterson, managed only 44 yards on 17 carries.

Ryan was 27 of 34 for 262 yards and had his best efficiency rating of the season. White, showing signs of turning around a disappointing season, had his second straight big game with 10 catches for 120 yards.

NOTES: Harvin took advantage when the Falcons dropped linebacker Curtis Lofton into coverage on the fourth-and-13 play. He had no chance of keeping up with the speedy receiver. "We'll take that matchup every day," Ponder said. ... Three more Minnesota players left with injuries in the first half: safety Tyrell Johnson (hamstring), cornerback Asher Allen (shoulder) and long snapper Cullen Loeffler (back).

Bronx Woman Dead After Ventilator Knocked Out By Power Outage

Power outages swept through the Bronx early Sunday morning affecting more than 4,000 customers after a transformer exploded in the Gun Hill area, reports The New York Post.

The outage took the life of a 49-year-old Bronx woman after her ventilator stopped working due to a failed backup generator, reports The Daily News.

The woman, who was on a do not resuscitate order, was among the 37 patients on ventilators from the Eastchester Rehabilitation and Health Care Center affected by the outage.

The FDNY and EMS helped in transferring the patients to hospital, notes New York CBS Local.

Consolidated Edison is investigating the outage and said that the incident happened after an electric phaser came down, according to New York 1.

One of the year's best films, a bubbly meditation on family and responsibility that weighs just enough to matter.

With so many balls in the air the temptation is to rush from one plot strand to another, but Payne takes the opposite approach. He also captures the complexity of emotional reactions that grief stirs.

It's a lovely, heartfelt character study of common, everyday people trapped on the horns of an uncommon but not unheard-of dilemma.

The latest exhibit in Payne's careful dissection of the beached male, which runs from Matthew Broderick's character in "Election" to Jack Nicholson's in "About Schmidt" and Paul Giamatti's in "Sideways."

This mature, well-acted dramatic comedy is deeply satisfying, maybe even cathartic.

A tough, tender, observant, exquisitely nuanced portrait of mixed emotions at their most confounding and profound -- all at play within a deliciously damp, un-touristy Hawaii that's at once lush and lovely to look at.

Callng Chevy Chase. George Clooney has taken your role. The Descendants calls out for Clark Griswold and his brood -- The Griswolds in Hawaii. This time around George Clooney plays the clueless dad.

Surprisingly warm feel good film about coping with a tragic loss.

Payne once again feels his characters' pain and this makes for something very special, an achingly sad comedy of errors.

The Descendants is a wonderful film, full of nuance and beleaguered humanity.

A large patch of the movie's social contract are the Hawaiian notions of 'aina, malama and pono. It joins the short list we aren't embarrassed to screen for malahini.

A heartbreaking story with satisfying emotional payoffs, and truly beautiful Hawaiian photography.

George Clooney and Shailene Woodley are terrific as lost-soul dad and old-soul daughter in Alexander Payne's funny, thoughtful film.

Marked by stellar performances and an incisive screenplay, The Descendants packs a real Hawaiian punch.

The best thing here is Clooney, cleverly dropping some of his man's man mannerisms to make Matt less of an idea and more of a human.

It's smart, funny, heartbreaking, heartwarming, wise, and, despite some sad moments, genuinely optimistic. I experienced more feelings watching it than I usually get from ten movies.

Well-acted and touching with a mild eye for human foibles, this is one of the better-written films of the year.

What's so special about Payne's approach in The Descendants is how acutely observed and subtle the movie is, especially since the previews are selling it as a broader, more absurd comedy.

If you see The Descendants, see it for Clooney (and Woodley), but don't believe the hype that it's one for the ages.

A lot of The Descendants is affecting, but its mushier tone is often less emotionally resonant than the bitter sarcasm of Payne's earlier work.

This unforgettable movie succeeds by making audiences feel like a part of the family. Clooney knocks it out of the park with a marvelous performance. Woodley makes a strong bid for a supporting actress nomination. The supporting players are all given...

Here's where I am right now: The Descendants is the best movie of 2011. It is the movie of the year, in many ways beyond its simple superlative overall excellence.

(Clooney) is at the top of his game in his scenes alone with the comatose Elizabeth. Asking questions that are unable to be answered, his pain at his loss and her betrayal is heartbreaking.

Audiences will argue about whether it's a comedy or a drama, but they'll agree they saw a wonderful film.
